Policy Paper(Visions to Support the Palestinian National Reconciliation Conference): The Security Committee

Dr.Fakar Abu .Awad Co-founder of Academy for Strategic and Security Studies( SSSA) A professor of Theoretical Chemistry at the Islamic University of Gaza.       The desired process of change is a comprehensive national responsibility and needs the solidarity of all the efforts of execuative,legislative institutions in the Palestinian National Authority(PNA) ,along with the civil and political powers from factions ,forces and organization. The impacts of the Oslo Accord on limiting the number of the rifles, ammunitions and soldiers and the mechanism of desired process of change and the capability of the Palestinian to do it alone or via the help of external party . The agreement on the relation between security and resistance and the correlation between them in the daily life must be achieved . Visions to reform the security system: · A comprehensive political agreement among the Palestinian factions which ends the division. · Agreement on the concept of security. · Determining a clear and serious stance towards the description and philosophy of the Palestinian security as stated in Oslo accord. · Agreement on the concept of resistance, its forms and mechanism. · Developing two plans for the hopeful transformation 1-a short-range term emergency”relief”2- middle-range term-strategic “developing”. · Comprehensiveness of dealing with the situation in the Gaza strip and the West Bank confirming on specialty of each of them. politically ,community and developmental. · The agreement between the internal building in Gaza and the tasks of national liberation in the West Bank. · A clear mechanism of implementation , follow-up, assessment and review. · New apparatuses should not be formed because it will represent a burden on the present apparatuses. · Describing the role of the president as a higher commander of the Palestinian troops and enhancing his relation with the premier as a partner. · Taking into consideration the financial and human resources to reach a security effective institution. · Enhancing the role of the civil society associations and the human rights organizations with the security system. Structure of the security apparatuses: 1. The police and the internal front under the direct supervision of the interior minister. 2. The public security apparatus including the preventive security and the public intelligence under the supervision of the president with a complete knowledge of the premier. 3. The national security apparatus under the supervision of president. 4. The national security office headed by the president and the premier as a deputy.
